Steps:
1. Preheat oven to 350°F.
2. Grease and flour two 9-inch round cake pans.
3. Combine sugar, flour, cocoa, salt, baking powder, and baking soda in a large bowl.
4. Add eggs, milk, oil, and vanilla; beat for 2 minutes.
5. Stir in 1 cup boiling water until batter is smooth and pourable.
6. Bake 30–35 minutes.
7. Cool 10 minutes in pans, then invert and frost.
